All devices that is currently paired with your device is shown in paired devices list. But they still have to be within range of your device and have their bluetooth turned on so that you can connect to them. So if you paired with your friend's device while you were in office, then you cannot connect to that device when you're home even though it might be listed under paired devices. Also the other device should be running a bluetooth FTP server app (or BluetoothTransfer) so that you can connect to it from Bluetooth Transfer.
